Problem with Direct x

hopefully someone can give me some input. i guess that registration thing about my system means i dont have to rewrite it xD. im having a problem installing direct x over multiple clean installs of windows, (7 sp1, 8build 9200) after changing a few things...

1. switched hd front panel audio to ac97
2. switched all harddrives to sata6.0 along with driver and cables.
3. updatteing bios to new version
4 installing microsoft visual c++ x64 stuffs instead of x86 <--- dont think it makes a difference.

direct x will eventually install over 2-3 hours, but its quite a silly thing as almost everything installs direct x silently. so its quite annoying.
i have no idea how to post up documents xD so i may need to repost them because i didnt move them out of the windows folder first.

thanx for your support xD appreciate it
