open Elevated Command Prompt

Code:
net  user  administrator  /active:yes
Now logon as user "administrator" and install IE10. Same problem?
Next logoff and logon as your usual logon name

In #71 I asked you to enable the built-in REAL admin account called "administrator". Did you enable it, did you log on as that new user and tried to install IE10 as that user?

I gonna google that error. But you did install as user Jacob!! Try to do it as user "administrator"

Did you do this succesfully?
