Goto C:\WINDOWS\TEMP . Delete all files in that folder (not the folder itself). Not all files can be deleted, maybe 1% is currently in use. That's normal
    Goto C:\Windows\System32\SMI\Store\Machine . Rename schema.dat to schema_old.dat
Reboot. Try to install IE10 again

To be honest.. I'm out of options. Some more questions:

    • No problems installing other windows updates/patches?
Can you install IE9? Download Internet Explorer 9 - Microsoft Windows
Take english win7 x64 I assume. Works... IE9->help->about is it version 9 now? If so, try to install IE10
