How consolidate free space on the begining of the partition?

What application should i use to consolidate free space on one partition? The rule is i have to have free space on the begining of the partition - not on the end of it.

I used MiniTool Partition Wizard Home Edition and it worked perfectly even when i resizing partition with the system.

I didnt wanted to use GParted becouse its working outside Windows system.
