Is there an equally efficient freeware like Jupiter or TLP for Linux?

Jupiter, as everyone knows who has even primary level of knowledge about Linux, maintains the cpu temperature and balances it, extends battery life/performance to name a few. TLP is another such kind of software. Unfortunately, when my love for Windows comes from automation and utilities, I could not find a software to automatically/detect for managing cpu temp, safe process management and not just like undervolting settings, motherboard detection as speedfan does.

Lowering maximum processor power state to 90%, could not solve my problem. I have replaced my battery, use a moderately good cooling pad, replaced HDD, did a servicing to clean inside but still can't play sims 3, nor can I play a youtube video more than 10-15 minutes! And this is NOT always due to overheating.

I know I am raising the issue for the third time - (https://www.sevenforums.com/performance-maintenance/274676-my-dell-inspiron-has-started-stopping-down-unexpectedly-again.html)

Speedfan benchmarking and task manager screenshots

    Hi again,

The screenshots benchmarked by Speedfan are attached with one having the capture of taskmanager.

    1. How do I know my motherboard model and necessary important info so that I can underclock my laptop to test if heat can be reduced?
    2. Can it be reduced after underclocking?
    3. Why is my HDD and GPU/CPU shows "fire images" (exceeds tolerable temp) and what are the ways to resolve this?

Please read the first post prior to this one.
