Chrome and Messenger Strobing

So I've been usin Windows 7 now for about...7ish months I think. Running build 7100.
And up until the past month, everything has been butterflies and rainbows!
Things suddenly started to go a bit weird though. Both Chrome and Live Messenger has been acting up, and it's to the point that it's far too annoying!
Here's what happens:
The programs freeze for about 2-3 seconds ever 20 seconds. I've searched and searched and have nothing to help. So, when I say freeze, not everything freezes. So I can't scroll or click links or anything like that, but it's not problem to switch between tabs or minimize.
MSN is very similar. Scrolling, or typing or anything, it freezes, but I can still minimize the wondows. Actually, trying to drag them doesn't work in MSN, but does in Chrome.
Also, any typing that was done while frozen, pops up when it un-freezes. So it's not like I've lost everything, it's just annoying for it to happen every 10-20 seconds.
I've tried a bunch of different things. Uninstalling both programs, and both Flash and Java. There's something similar between them that only causes them to do it!
Another point, normally only happens when computer has been on for a while, say 30mins to an hour, and it progressively gets worse (freezes from every 20s to every 10s) as it's been on. But every once in a while, it will happen right from the start.
I'm thinking networking or something. I haven't been able to reproduce the problem if I disable my network adapter and try it with Chrome. (By browsing offline sites) Though, I haven't done sufficient testing to prove this.
Any suggestions?
