Snipping Tool in Windows 7 - drop-down button & dialog box disappears

I've been using Windows 7 (64-bit) Snipping Tool for years and suddenly today, when I launch Snipping Tool, the dialog box only shows the Title Bar and not the option buttons like New (with the drop-down arrow, etc) AND if I do get a screen capture, the Snipping Tool editing window (where you can highlight or use the pen) no longer allows me to change the type of image I capture (rectangle, window, etc.)

I have read many other posts here and else and nothing has worked. I've done:

    - System Restore
    - SFC /SCANNOW - no problems were found.
    - downloading someone else's Snipping Tool and replacing the one I had in the System32 folder
    - Went into Control Panel and made sure the Tablet PC open IS checked
    - did a registry scanner - it cleaned up legacy stuff
    - virus checker - always running and no issues
    - have rebooted in Safe Mode, where the same problem occurs
    - Did a System Restore to a few days ago - this did not fix the issue

    NOTHING has corrected this.

Does anyone have any ideas besides what I have noted above and besides recommending other programs? I have SnagIt - but sometimes the Snipping Tool is perfect for certain things. Mostly, I am perplexed by this sudden issue.

I have attached two files to show what my Snipping Tool now gives me.

Thank you for your help on this. This is really perplexing.

    Thanks, Icit2lol.

I am new to the forum, so if there is a profile I need to change, I just have to locate it.

Yes to running chkdsk. No problems.
It is a Toshiba laptop - Model M11.

It's been terrific and every diagnostic I run comes up clean.

    Welcome FrancineSF :)

I remember this happening to one of my IE windows many months ago. Same collapsed window, just the top bar.
Sorry but I can't remember what solved it.

The New drop-down menu only appears when the snip tool is first opened, before you have made any selection.

I don't have a reason for the missing menus after making a selection.

    Thanks for your reply, Doc.

I think I just resolved it. Holy moly! I had been in Word when I recognized the issue and decided to repair Word.
I just rebooted and started Snipping Tool and voila - it is resolved! Holy moly!!!

For those who might want to try this for the same issue, I went to Control Panel | Programs and Features | located Microsoft Office and clicked once on it to select it.

At the top of the dialog box is a Change button once I clicked on Microsoft Office Professional 2010.
I clicked Change and the Repair.

After restarting my computer, I tried Snipping Tool and IT WORKED! dialog box and pull-down menu is back!!

    Thanks again for your replies!

Britton -- yes, I know about the first dialog box. If you look at my screen capture, of what looks like a collapsed dialog box - that is what I was getting when I first launched Snipping Tool! That's what was so crazy.

But, after many hours of trying everything, FINALLY I resolved it.
At least I know that I have a really clean computer! hahaha

    Thanks again

I use this program: Fscapture 5.3 FastStone Capture Free Download - FastStone Capture 5.3 - Freeware library

Click the rectangle (3rd from left) drag to outline what you want and click ok.
You can also click DRAW and use the arrow to point and the A to open a text box.

    Lots of options.

I think if you give it a try, you'll like it.:)

I misunderstood the snips, BUT glad you fixed it. I suspect it was more due to the reboot than repairing Word...maybe.
