File opener for ".pff" format

Just recently got Delta Force Black Hawk Down Team Sabre. I had this game a year ago but I somewhat accidentally deleted it but a week ago, I got a copy of it again. I still remember how to make/mod maps but I don't know how to mod the game itself. Now the file format is .pff; googled around and the program that I should use is "Formatta Filler" but whenever I open the file it says "Unable to open form: (not .Pff)". Is there any other programs that will let me open the files and modify the contents of the game?
