Private Internet Access (PIA) Bought It - Can't Install It

So i bought Private Internet Access
    Downloaded the installer.
I get a command prompt, stuff looks like it is going well, shit hits the fan, and it exits.

i have attached a picture of this.

I have contacted support but i could tell right away i was not going to get anywhere with them.

They just keep telling me i need to "make sure that any firewall/security/antivirus, paid/free, has the exceptions added. Don't simply turn them off as it will continue to prevent our application from running."

    Avira Anti Virus
    Malwarebytes
    Windows firewall
    Windows defender

That is what i have. Not really an armada of things and turning them all off was the first thing i did when i wasn't able to install this program. I went ahead and added the exceptions he listed like he said, of course the only program that lets me add exceptions to folders/files that aren't on my computer is Avira (unless i am missing something)

Can anyone shed some light on this... Is there another program, that i don't know about, that is blocking this installer?

It is searching for C:\Users\billy\Start Menu\Programs. That really doesn't exist I assume (?)

C:\Users\billy\AppData\Roaming\Microsoft\Windows\Start Menu\Programs is the correct location. That exists?

    Simple solution I think:
    1. Create folder C:\Users\billy\Start Menu\Programs manually
    2. install the software again. Or uninstall/install it
Any errors? If so ... post them. If not: Post contents of folder C:\Users\billy\Start Menu\Programs . I think it has 1 folder and no files. Correct? In that folder are a few shortcuts.

Thank you so much for your reply!

Now this got weird. Went to C:\Users\billy\ to look for Start Menu folder. There is none. None. Try to create it and it tells me it already is a folder and asks if i want to merge it...

okay... so i manually put in c:\Users\billy\Start Menu and it tells me it is not accessible. Access denied.

Upon further investigation, i found this in my list of groups and user names in my security box:
SYSTEM which i know is normal.
billy (BILLY-PC\b!lly) Which was my original computer name before the "!" caused a problem for me.
FOUR Account Unknowns (only ones with Special Permissions, the the check mark is faded)
And then, of course Administors (BILLY-PC\Administrators.

With an exception to Accounts Unknown, They all have permissions to do everything except Special permissions.

i gather this is most likely the issue, as you said. But i am unsure how to remedy it.

EDIT: Upon further reading, i found that this 'folder' is just a junction and from what i understand, this is normal behavior.

EDIT 2: Just realized that the program IS installing and does create files in my Program Files folder. I just missed it because i thought it would have been called something else. Still the same problem remains, however. I cant get rubyw.exe it install. Still cannot think of what on my computer is blocking it.

The behaviour you describe of folder C:\Users\billy\Start Menu is quite normal.

    folder C:\Users\billy\Start Menu\Programs :
    In command prompt:
    Code:
    dir C:\Users\billy\"Start Menu"\Programs
    What's the output?

"The system cannot find the file specified." Was my answer to number 4. That is what command prompt tells me.

i tired installing another program today and i get the error:

[code["the file 'C:\Users\billy]\Application Data\Avnex\VCS8\Vcs.xml' could not be opened. Please check that your disk is not full and that you have access to the destination directory. The system cannot find the path specified.[/code]

C:\Users\billy\Appdata\Roaming\Avnex\VCS8 exists? If not, C:\Users\billy\Appdata\Roaming\Avnex exists? If not, C:\Users\billy\Appdata\Roaming\Avnex exist?

    Is file Vcs.xml in folder C:\Users\billy\Appdata\Roaming\Avnex\VCS8 ?
