Windows 7: Java Setup: Error: 1305 on windows 7 x64 OEM Premium

Windows7 Home Premium x64 and Ultimate x64 / x86
 
 
Java Setup: Error: 1305 on windows 7 x64 OEM Premium

Running PC with Windows 7 x64 OEM Premium SP1 on most recent update level.
Memory: 16GB

When trying to update Java to the most recent level jre1.7.0_51 and optional jre1.7.0_51_x64,
I get at installation time Error:1305.
Error reading from file C:|Users\*Name*\AppData\LocalLow\Sun\Java\jre1.7.0_45\jre1.7.0_45.msi. Verify that the file exists and that you can access it.

1/. I have run sfc / scannow - OK
2/. Checked the rights of directory Sun\Java\ as well as the files in the directory
The current owner of the directory Users as well as the sub-directories is:
Administrators (PCname)\Administrators
3/ On-line download and installation does provide this error (1305)
4/ Offline installation does provide the same error 1305
5/. I run FixIt for error 1305 on Java Update
6/. checked for recent Windows 7 updates (all installed).
7/. I have removed all previous JAVA updates from the directory SUN/JAVA.

Then Offline installation, also gives Error:1305.

I expect this problem has to do with Winodws 7 Rights / Rules on directories.


Is there a way to solve this problem.
