Windows 7: Connection Error

Windows 7 Home Premium 64bit Connection Error

Please forgive me if this is in the wrong place. I recently updated Java. I made sure all previous versions were gone. I then tried to make a local server for Minecraft and as soon as I try to connect to it, it returns a connection error.

1.I tried clean installing Java and the server. Same error.
2.Reconfigured Java. Still the same error.
3.Edited the path and still the error.

I have no idea what to do. I have spoken to other users with the same issue but their solutions have not worked. Is there a way to fix the error. Everything is up to date and I am running 64 bit java. All files for the server and commands are one hundred percent correct. What can one do?

It's not ignoring, sometimes a post gets overlooked or goes unanswered. We are all volunteering our time here. I work long days during the week for instance.
