Their are very few websites that need Java.
Many people including me have no Java on the computers.
Some programs do require Java but I know of no browser that does.
Browsers do need Java Script to work properly.
Lets try this; remove all Java.
    Try your browsers.
What websites are you having problems with?
The problem occurs in all of my browsers, IE11, Firefox 28, Chrome (unsure of version), and all websites, any drop down box on a web site does nothing, captchas will not load, google search results give me nothing more than a blank page, youtube videos will not play

Good catch Harribo2014 I didn't catch that code.
Try using Windows Update. Can you get updates if not what code do you get.
What anti virus and firewall do you use?
What is the system specs of the computer having the problem. Is it in the one in your specs.

I thinking your anti virus is causing the problem.
The only way I know how to check such a thing is to remove Total defense security using their tool and installing Microsoft Security Essential for testing.
If you do this after removing Total Defense reboot a couple of times before installing MSE.
