Swarfega,
Have you already tried doing a System Restore to see if that may help?
No, Id rather not have to resort to that if it can be avoided :/
Ive ran sfc /scannow which didnt find any problems. Ive set DisableInbandScheduleLoading and GLID to 0 in registry. Ive reset Turn off Windows Customer Experience Improvement Program to not configured.
Just had a quick google and found some repeated entries on the web concerning this problem on Vista with Powershute. ???

Hopefully this will be fixed in RC1.
Thought I would let you know that the repair/upgrade installation applies to Windows 7 as well, I just tried it to see if I could get those disabled services back up and it all went smoothly and is now fully functional again, all programs and settings remained untouched aside for a registry tweak for the sidebar to work with UAC off.

UPDATE - Windows 7 tutorial:
Repair Install
Yes that suggestion worked. I had to reinstall a couple of apps and windows updates but no big deal. It could be an idea to do this once a year to stabilise your system.
