'You must use "Turn Windows features on or off"

Hi all,
I'm using windows7 - 64bit . My software install required .net framework 2.0 sp1.
but when I install .net framework I catch the error: 'You must use "Turn Windows features on or off" in the Control Panel to install or configure Microsoft .Net Framework 2.0 SP1"

Please tell me the way to resolved the problem above;

XP, Seven, 2008R2

What software are you trying to install? .NET framework should already be installed, unless you removed it..

Do you know how to get to Control Panel, Programs, Turn Windows features on or off?

Thanks for reply my post. The software I 'm trying install is Toad for Oracle 9.7 Commercial
I know turn on or off windows feature ( I was unchecked on dotnet framework 3.1 but not resolved)
