Is there a way to force ALL apps use a compat mode?

Is there a way to force ALL applications to use certain compatibility mode? I mean those mode which you can create with Compatibility Administrator.

As far as I am aware, no. Why do you wish to do this?

Compatibility mode is provided to enable applications to run in an OS it is normally incompatible with. It has no other purpose.

For example, to force all applications to use XP-style file picker, or not to use themes even when DWM enabled.
