External HDD File Protection

My I want to be able to enable/disable permission to delete files and folders on my external HDD on PCs. Are there available programs for that, or maybe a .bat file? Thanks

Standard NTFS file permissions can easily do that, but any administrator account could also easily lift and bypass such protections. Also, the external drive must use NTFS file system.
