How to enable JIT Debugging ?

This is for a credit card swipe program. When a credit card is used this is the message on the server. I do not have a tools option in the program.

application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

The tech support for this program stated the message was coming from .Netframe and I needed to enable it from the. Net Frame folder in windows. When I went and found the "system.windows.frame" folder and opened it, the dll file was present. I was then told they didn't know how to fix it. This program will not process the credit card charges while this error is occurring. I just need to know if it's something I can fix in the .net frame folder or if I need to fix it in the registry. If it's in the registry where would I find it?
