No version of .NET except 1.1 can be installed

I download a program from the internet which required .NET Framework 3.5.When I was installing it it showed me the error: You must use "Turn Windows features on or off" int the Control Panel to install or configure Microsoft .NET Framework 3.5. I did use it but still got the same messages. I know Win 7 comes with it but they don't even show up in the uninstall programs list so i can repair them. I have tried MS Fixit SFC / Scannow Aaron Stebnor's cleanup tool (.Net frameworks 2.0,3.0,3.5 didnt showed up there) , his repair tool MS .NET Framework's official repair tool but still i get the same message. By the way i have Win 7 Pro 32-bits

Write "Turn windows features on or off" in start menu. then be sure about .NET 1.1 through this pic.No version of .NET except 1.1 can be installed-capture.png
Then install your .NET 2/3/3.5 as administrator.( Right click and select "Run as administrator".)
Good luck.

.NET version 1.1 and 4.0 installed
I was combing through my programs and features to look for things to get rid of, and I noticed I have .NET version 1.1 and 4.0. I know 4.0 is compatible with anything using an earlier version, but is it safe to uninstall 1.1 without any problems?
