What happens if you try this link?

Fetch ?

Does it retrieve the information that should be shown underneath the various tabs?

Also make sure that you're using http rather than https to access the site.

Its not "Windows 7" since the identical thing comes up in Windows 8 and my iPad

I would more suspect the ISP, Brighthouse (which is basically Time Warner/Roadrunner).

You sure you have the latest version? I ask, because the latest version (32.0.2014.5) was released under the new ownership.

Do you have another computer at your location you can try? If it can connect to winpatrol.com with no problems, then you know it is not a problem with your router's or ISP's DNS server tables. If all computers on your local network are unable to connect, then you know your router's DNS settings, or your ISP is blocking it. You may have to bypass the router and connect directly to your modem to see if the router is the problem. If it is your ISP, it is most likely they will deny it. And unfortunately, there will not be much you can do but wait, until their end is sorted out.

Damn! It was the router. Reset it (repowered) and its OK.

What happens if you run that test again and switch to the links tab? If you see the download link for WinPatrol what happens when you click on it?

My only thoughts are:

Possibly your system clock needs adjusting: Accurate Time

Possibly the site owner has blocked a range of ip addresses based on geographic location.

Check your ip address for each device used and see if they resolve to roughly the same location.

The router was the last thing I would have considered, since I wasn't having any problems with any other URL.
