WIFI/Network Bandwidth Allocation

I need a program that can monitor and limit bandwidth on wifi and lan cable connections on specified IP or MAC addresses. My router doesn't have IP QoS feature (customer support said it's hardware related). I've tried NetLimiter but it can't seem to work properly. Aside from getting a new router, do you guys have any suggestions? thanks
