I use Yo Window - it's very user-friendly and customizable.

YoWindow - Free download and software reviews - CNET Download.com

Make sure to click "custom" and uncheck any garbage it wants to add.
NEVER, EVER use third party download sites. They are widely known for purposely infect downloads with unwanted programs that create all sort of problems in user computers.

Use the official download site instead:
    YoWindow - Weather with magic
and im guessing you havent been using cnet? you do know what cnet is and does right? im guessing not if you are saying never use a TPP for downloads on a reference to them. They simply make life easier and SAFER by runing checks on the company in question and scanning sites to make sure they are safe. And after the scareware addware virus i received after downloading from a companies website never again. If it ain't on cnet i wont download from it with very very few exceptions.

Create a batch file with text below in it.
Then put that file in your Windows7 StartUp folder.
Never worry about this problem again.

rem Touched! - Fixes Weather Gadget by updating "config.xml" file time-date stamp
    cd\
    cd %userprofile%\AppData\Local\Microsoft\Windows Live\Services\Cache\
