Neither do I have a safe, nor I am a millionaire. Whatever little dough I have, better safe than sorry. Hence the care.
Now you lost me. A 16GB flash drive you can buy for $7 with free shipping - no need to be a millionaire. But I have the impression that you don't want to be helped.
Take a look at this post for a download link to some portable image viewing/ editing software. There's also an installer version. Personally I use portable.

How to:
Run Viewer.exe then open the folder containing images. In the right pane change view to thumbnail view (button in toolbar in right pane)
Highlight all images in right pane then choose "Tools > Editor"
When the Editor menu opens choose "File > Automate > Batch"
Then choose "Converting"
Choose destination folder and PDF option. OK.
That's it!
