Files not visible in certain programs after permissions change

I recently moved into an apartment which meant I would be sharing my tv and mediacenter with a bunch of new people. As such I figured it would be smart to set up a user account which had limited access to everything but my media library. Apparently I'm pretty inept because that didn't work in the least bit, and an OS reinstall later and I'm still up a creek. As it is now I am the only user account on the computer, and am an administrator. I have gone through and taken ownership of all the directories and files, and made sure I had permission to view them etc. I can navigate to the files and play them within windows but for some reason XBMC can't see them, or the directories they inhabit (it can see the drives they are on, just not any of the folders I screwed with originally). Hoping someone might be able to chime in with some help. Ideally I'd like to get things set up so my account has full access across the board, and a second account can only interact with a small subset of files, but right now I'd settle for just having them all visible to me. This is on Win 7 Professional.

I posted an album Wonky Permissions - Album on Imgur that shows what I'm experiencing. Nothing shows up on drive E in XBMC, and TV doesn't show in drive F. Gotham 4 does however show, and I put that in comparison to show the working permissions seemingly being the same (at least in regards to Administrator). Any ideas?
