A program that can disconnect & reconnect dial up based

My internet provider is a little weird. Sometimes it's necessary to disconnect and reconnect the connection in order to get the highest download speed available. The problem is, when I'm sleeping, I'm losing precious time and bandwitdh when downloading.
What I need, is a program that can monitor traffic usage, and disconnect and reconnect the connection, based on whether the traffic fail to achieve the quota I set beforehand (e.g disconnect if less than 4000 kb within 120 seconds, or something similar.)
When using Windows XP, I used to use HiDialer 2000 Pro to do exactly this. But now I've moved to Windows 7 x64, and that program just doesn't work anymore.
I'm hoping if the program you have in mind worked on Vista, it would work on Win 7 too.
