Messenger Live 14.0.8064.206 is not really working nicely with the Windows 7 RC task bar.
To avoid the double pop up menu you can see sometimes when you scroll over it in the task bar, run it in Vista mode and then problem is solved. Not the way it should be, but at least a solution for those that got annoyed by it.

Hello Ves, and welcome to Seven Forums.

Yeah, that is just the new way for Windows Live Messenger to work in Windows 7 along with the pinned icons on the taskbar. Using Compatibility Mode is a good workaround if you wanted the icon to be in the notification area instead though.
