recommend free portable gif animate program win7

Can someone recommend a free gif animator that runs on windows 7 64 bit?
preferably one that is portable, does not need administrator rights to install.

looking for the best way, after exporting a number of gif files from microsoft picture manager, into an animated gif file that can then be inserted into powerpoint.

I cannot use an online website to do it.
