How do I compile gnome tetravex source to a windows exe?

How do I compile gnome-tetravex source to a windows exe?

I can use windows 7 sp1 64 bit or 14.04.1 Lubuntu 64 bit to do the compiling, I just need to know how to compile from source for use on windows 7 sp1 64 bit system.

I know I can download tetravex for windows but it is to small for me to see. gnome-tetravex_3.8.1.orig.tar.xz is the version I want to use on windows.
