How to disable a program in Startup without affecting other Users ??

Need Help for our problem ..

Our delima is that our system has two users
User 1 and user 2 ... User 1 is required to have a specific program to start every startup ..
our problem is that when we switch to User 2 .. this startup program still starts ...
is there any way for us to disable the program to start in user2 ??

We tried msconfig/startup and the startup folder and added a command taskkill /F /IM .......exe
    ??

but it won't work ... it still continues to start the program ...

Hello Rey, and welcome to Seven Forums. :)

Double check using METHOD FOUR in the tutorial below to make sure that the startup program is removed from all locations for user 2, and only listed in a "current user" location for user 1.
