    That is part of the basic Windows OS. You can go to the Control Panel/Programs section. There is an option to add or remove items from Windows. I don't have Windows 7 any longer but check to see if there is an option to add or remove the Snipping Tool. If there is, remove it then restart the PC and after Windows starts go back and add it back in.
