Trying to uninstall Windows Live Messenger

I tried to uninstall Live Essentials (Windows Live) from Programs And Features and it will not delete. Nothing happens when I click on delete/change. I even put back or undid compatibility mode and I ran msconfig and removed it from startup. rebooted and still can't delete it. The program files are still there and Live messenger works unchanged. I wanted to uninstall it and re-install to see if it would reappear in the taskbar whenever I booted up my computer without having to go to all programs and clicking on Live Messenger each time I booted my computer. Any help would be greatly appreciated.
