If you have purchased a cd with the software you should not need to click the setup exe, sounds like your running from files, which suggests pirated software. This maybe why it's not installing, perhaps corrupt.
Otherwise try to get the CS4 cleaner from Adobe site, it's free. This should be run then restart you PC. Extract your rar or zip file containing the files, is there a read me file? This might tel you to modify the HOST file to allow the install. Click the setup.exe should now work.

You have to run CS4 as Admin to install. Don't run off the disk. Right click on the DVD and choose open or explore. you want the .exe file. Right click on that and hit run as admin.
When you get CS4 installed, the very first time you run the software you have to run it as admin. Right click on the CS4 icon, choose properties, click on compatibility tab and put a check mark in run as admin. close out and run the software. Don't forget to update CS4v to 11.0.1. also your video card drivers may need updating to run opengl on CS4.

Uh I just installed the trial version of CS4 Extended and didn't have to install in admin mode! I'm running Windows 7 Ultimate x64.

Now if you don't have admin privileges, than yes, that might work.
