Cheese/Photo Booth for Windows?

I was wondering if there was something like Cheese and Photo Booth for Windows. I don't mean GIMP/Photoshop like just to take simple pictures/videos with your web cam.

I found a program!
the program I found is simple and can capture both video and pictures.
It is called

i've tried the software avacam, but unfortunately, it doesn't seem to have the real-time effects testing option, i mean rotation, square etc like on cheese on linux
