Hi,
You might find that Win 7 Disk management will do the job - depends what you need.
A lot of use Paragon products - they're not free for x64, I believe they do a basic free one for x86.

According to the download page at Paragon's own site they have both 32bit and 64bit free downloads seen at Free Download - Partition Manager Express! Those both may be 14 day trial sharewares however.
One totally free tool that will partition drives regardless of 23bit or 64bit is the open source tool known as GParted live for cd. The free Linux drive tool is cross platform for Windows and other OSs found at SourceForge.net: GParted: Files

GParted live used for the partitioning here for both.

Once you have used it a few times for various setups you won't be in a rush to (g)part from it. 16bit, 24bit(early Linux), 32bit, 64bit OSs alike
The partition shown earlier without a drive letter is actually the root partition for ubuntu seen there with the first being a 12.8gb data partition on a usb flash drive. I can recovery files off of any system that supports booting from a flash drive seeing ubuntu boot live there without a need to carry a cd around with me. And that can be the 64bit as well as 32bit ubuntu releases seen there.
