Hello Syobon, and welcome to Seven Forums.
It's available for download, but it's only a 40-day trial version before having to purchase it. A good free one instead is 7-Zip.

Shawn i do not recommend 7-zip to anyone. 7-zip has problems with large files. stick with winrar and just deal with the nagscreen.
