It might, it might not.
The easiest way to find out is to install it and run it in compatibility mode.

If it is 16 bit and you are running 7 64 bit it will not run.

If there are no alternative programs then why not set up win98 in virtualbox and install the program that way?

Virtual Box is a free program that allows you to run other operating systems inside your current one.
If you have an old copy of 98 lying around you could try installing it within Virtual Box and then run your app on your Virtual copy of Windows 98 (as long as it's not too relient on the GPU)

You can download Virtual Box from Downloads - VirtualBox .

If you have any questions please don't hesitate to ask.

VirtualBox is a free virtualization platform program, that allows you to install and run so called virtual machines on your Windows desktop. A virtual machine opens in a window, and works exactly as if it was a real computer.

You can download Sun VirtualBox free here: VirtualBox

Is it a custom written program or something we might recognize? Just curious.
