Windows 7: Internal Error 2203

I have been trying to install java update for weeks and each time I keep getting this error message: Internal error 2203. C:\Windows\Installer\1abe8f1.ipi,-2147287035. I have looked on the web for solutions for this problem and have been directed to 'registry repair, registry cleaner sites'. I have installed 3 or 4 of them, purchased two of them and none of them fix the problem.

It appears my only solution is to reinstall windows because I don't know how to fix this and my work software requires that I have java installed.

I am using Version 7 64 bit windows.

Any help would be appreciated.

Try uninstall java. Run a registry cleaner as

CCleaner - Slim

After that, download and install the following - offline installer:
