Programs open browser when they use htlm in interface

This just started recently and a system restore didn’t help. When I use a program that uses html as part of its interface, instead of displaying it in the interface, it opens a browser. I first noticed it with when I upgraded Xobni in Outlook 2007. The new version uses Google for its search function and when I start Outlook, it also opens the browser to the Google search page. I have it also happening with Puran Defrag which uses html to display its reports. The reports open in a browser instead of displaying in the interface and the interface says page not found.

I have tried changing default browsers and it happens with all of them. Everything else seems to work fine.

I have also tried sfc /scannow with no errors reported. I don’t think that I am hijacked. I have done multiple scans with various products including rootkit scans and come up empty. I have also run the browser with all add ons disabled and had the same results. It also happens when I start the computer in Safe Mode.

I am running Windows 7 Ultimate with Firefox at the time.
    Thanks for any help.
