Windows 7: winhlp32.exe is being fussy

winhlp32.exe is being fussy
trying to look at an old .hlp help file. it opens with the old winhlp32.exe, but i get an error saying that it's an old help file and i have to go download winhlp32.exe from microsoft to view it!
any idea what to do?
