Adding music to Skype

Hi guys.
I wanna change the Skype ringtone to some nice music tune, but I can't because the new version only accepts .wav files, max 1.5mb
If I convert short songs to .wav they will be at least 3.5mb Can I make the files smaller with some program or some?

Audacity: Free Audio Editor and Recorder reduce bitrate to minimum listenable quality as well sample rate.

However, they can only hear loud sounds. So for example, if I'm listening to 50% volume on the VLC player, they can hear anything. If I get it to 100%, they can hear it, but not as clearly as I. Is this the microphones fault? Because this randomly started happening.
