ProgramData files shared among Users

I have an application that I am trying to ensure place nice in Windows 7. Right now when I exit the app I write some files to C:\ProgramData\COMAPNY\APP\SUBFOLDER\

When I look at the permissions of this file it says that the "Users" group only has read access. I'd like other users to be able to modify this file, as it contains some shared global settings. Shouldn't files in ProgramData be available to any user of the app? I don't have an extra login setup to test yet (waiting on IT for that), so I don't know that the file isn't readable, the permissions just indicate that it won't be.

Also, I am writing the files using VB.NET, but haven't found anything useful regarding writing the file with a specified set of permissions. I'd like a solution that isn't language-specific, but would probably settle for a language specific one in the meantime.
