Outlook Express is a free version of Microsoft's e-mail program.

I don't believe that it is made anymore, as Microsoft has introduced Windows Live Mail to replace it.

Here's a link to download Windows Live Mail.

    Windows Live Mail

A quick explanation of what Windows Live Mail is:

    WikiPedia said:
Windows Live Mail (formerly named Windows Live Mail Desktop, code-named Elroy[1]) is an e-mail client from Microsoft's Windows Live set of products. It is intended to be a successor for Outlook Express on Windows XP and Windows Mail on Windows Vista. The Windows Live Mail version numbering starts at 12 because this application is an advancement of Outlook Express/Windows Mail, not an entirely new application. Windows Live Mail is developed by the same team that wrote Windows Mail.

    ...

An email client, email reader, or more formally mail user agent (MUA), is a computer program used to manage email [1].

Specifically, the term email client may refer to any agent acting as a client toward an email server, regardless of it being a mail user agent, a relaying server, or a human typing on a terminal. In addition, a web application providing message management, composition, and reception functionality is sometimes considered an email client.
Basically, Outlook Express and Windows Live Mail are programs which allow you to manage your e-mail on your computer. They support multiple e-mail accounts. It's the desktop equivalent of the website you use to access an e-mail account such as Hotmail, G-Mail, Yahoo Mail and others.

In the case that you are mistakenly referring to Outlook 2010 as OE 2010

Outlook 2010 is the continuation of Microsoft's paid e-mail management program. It's a beefed up version of the discontinued Outlook Express and currently used Windows Live Mail. It simply has more features than the free version known as Windows Live Mail.

Okay, well Outlook Express is the retired version of that program.

Outlook 2010 is the paid version of that program. It has more features and uses a different name, but serves the same basic purpose.
