Could you not access the control panel from first install, or did this first occur after installing any apps.?

It occurs after and on 2 different computers. Only installed the Shark windows 7 codecs on one computer. Uninstalled it and even tried system restores but nothing is helping

Run SFC and see if that helps any.

SFC /SCANNOW Command - System File Checker

It detected errors and also repaired it. But the problem isn't solved.

Did you restart the computer? Did you do upgrade installs for both of them? Sometimes everything doesn't work properly when you've done an upgrade install instead of clean installs. You might try a Repair Install. It may fix certain problems, other than that, I don't know what to suggest.

Repair install didn't solve the problem. I did a clean install again and its working again. Seems the problem was Sharks Windows 7 codecs. Thanks for the tips.

I think your looking at a fresh install, and if that doesn't solve the problem, try grabbing yourself a copy of 7127..
