Sounds. Cannot edit. Help!

Hi all.

I'm a first-time poster, so forgive me in advance if I'm not including the right details. I'm usually pretty handy at figuring this stuff out. I have Seven Ultimate and seem to be incapable of changing any sounds. The Sounds personalization isn't grayed out, and I checked the group policy and changing stuff is allowed. I've attached a picture of what I see when I try to make a change. The window isn't sizeable, and it ends right after the word "Sounds". No sounds are listed, the speaker icon isn't right-clickable, and there is no "browse" button. It's a minor annoyance, but it is driving me nuts! Any ideas? Thank you!
