Windows 7: Text to speech - not starting. Please help.

;In control panels i've clicked: ease of access > narrator > then clicked 'Voice Settings'. 'Set up text to speech'.

I've also clicked 'control whether narrator starts when i log on' and selected 'Set up text to speech' but nothing happens at all.

I'd really like to get this working as i need it for Autoroute 2010.

Hope somebody can help.
