Audio&Video Stuttering on my homemade PC

Hello everyone,a year ago i bought and assembled PC components by myself and i was glad that everything worked well, smooth, audio&video in PC games and Movies were flawless, up untill recently when the audio and video start to stutter really bad, especially when Starting the PC,connecting or disconnecting from internet; thats when it spikes really bad something video and sound stuttering and freezing for seconds.
Here is a picture taken with the latency tester after i disconnected the internet. In normal use the stutter appears once at 10-20 minutes, sometimes more sometime less.
    The PC components are:
    Athlon II 620 2.6GHZ
    2GB DDR3 TEAMGROUP RAM
    HIS ATI 4770
    Corsair 400W
    Gigabyte MA785GT-UD3H

I cant recall the moment when the stutter happened the first time and why, but its happened after my PSU started to behave in a weird manner, its vent making an upsetting noise. It somehow stops when the PC is under heavy load, in a movie or a game, and it starts again when its idling. Its not a squal or whine, but more of a buzzing noise ,something like this .This started when i moved the pc and the desk in another place in the room.

So please do help me, I can provide more information, just ask; i'm doing fine with computers but those 2 problems didnt happen to me before so i don't know how to fix them.

Your PSU is failing, this can be caused by various things, such as a failing fan, or being choked with dust and fluff. This causes erratic behaviour, because the power to the video card fluctuates. You will need to replace the Power Supply Unit, and preferably with one that can supply a bit more power. The card you are using uses roughly 200 Watts under load. Any other equipment you are using also draws power, so you may be on or above the limit for that power supply.

Here is where you can download the latest driver for your graphics card AMD Graphics Drivers & Software
Your Corsair power supply should still be under warranty and they will replace it if so.
