Windows 7: Distortion at Windows Startup on Chime

Distortion at Windows Startup on Chime

I'm not sure where to start but when starting up my computer the Windows logon chime distorts in kind of a digitized way. I was having issues with videos freezing and the sound being slow and similarly distorted and both started occurring about the same time.



I've went through and disabled all unnecessary startup items and my computer is running better and i haven't had a video freeze up since then.

any thoughts?

Windows 7 Home Premium SP1, clean install, upgrade disc

Here are my thoughts.
Put all the startup items back.
The do a clean boot to find the cause. Once the cause is known we can either fix it or just leave that one startup removed from the boot process
