Sound Levels Acting Up

I just got done building a new computer using this MSI motherboard (Newegg.com - MSI P67A-GD65 (B3) LGA 1155 Intel P67 SATA 6Gb/s USB 3.0 ATX Intel Motherboard) and the sound levels on this thing are simply garbage. So, from another post here on the SevenForums, someone mentioned that I should try an additional Sound Card, so I pulled out my Creative Sound Blaster into the PCI slot and my OUTBOUND audio was fixed, but my INBOUND audio is still complete garbage. My microphone levels in Sony Vegas and Audacity are a complete joke. So, I went with another option of trying out my buddies Creative Sound Blaster Live External Sound Card, and again, the INBOUND microphone levels are complete garbage. Now, you mean to tell me that all of these 3 ways on inputting audio are all terrible at this, or am I missing something??

If anyone has any suggestions on what to do, please let me know. Maybe one of these cards might be bad, but I highly doubt it at this point. I clearly don't think that the cards are bad, but really something in the system settings.

Have you enabled microphone boost within the recording devices and right clicking your microphone and going to advanced>levels?

Yes, and that turns the audio quality into even more garbage. I'm call MSI in the morning and they won't like what I have to say. I have uninstalled and reinstalled every known driver on this board 2 times now and nothing is improving my performance.

Let me give an example of what is happening. Inside of the Control Panel under sound, you can watch your recording device, this simple 3.5mm microphone, have the volume go up and down as you speak into it. Best part is that the volume meeter doesn't budge unless I SCREAM into the mic!

And I know, I should try the mic, too bad that it works on a different computer. It isn't the mic.
