WNYC audio streaming and downloading failing for some Windows 7 users

Some Windows 7 users are not able to download or stream our content through our site or other third-party software such as iTunes. See the file on this page for example: The Brian Lehrer Show: Judicial Activism 2012 - WNYC

We've VPN'ed into a listener experiencing this trouble but were unable to find any out of the ordinary security or system settings. Listeners experiencing this issue are able to stream and download other comparable content from other NPR stations. We've been unable to reproduce the issue on our personal machines at home or in the office.

Do you know which settings might affect the ability to download or stream MP3 files from a specific server? What can we look into to solve this issue?
