if you have your installation disc then try a repair install

if you dont have a disc then download an iso of your exact os
then burn it as a bootable disc, then follow the repair install tutorial i linked above

this laptop have no cd burner (pretty crazy) but this wasnt recently either 5 days ago n the restore point doesnt go that far

Fill out your system specs so we know what hardware you have.
If you don't have a CD/DVD drive, you should either have a USB stick with a restore partition on it, or you should have a restore partition hidden on the hard drive. Since you deleted files and you can't do a scannow action, I feel that's your only option at this point.

Well, yes there is a reason, you deleted a file. It was obviously an important system file. There should be a recovery partition that would return your PC to it's factory state, but you will lose your data and installed programs, so you would want to backup any data to a USB device before you take this route. On the following page, scroll to Restore the PC to its original condition with the HP Recovery Manager if Windows Vista is not accessible (it will apply to 7 as well).

That could easily be the main reason. All it takes is one file missing. Too late now, but never delete a file unless you know exactly what it's for.
I realize you may have already looked at this, but I may as well mention it anyway (just in case): when you tried to find a restore point, did you make sure the little checkbox at the bottom of the window had a check in it (the checkbox for "Show older restore points" or something like that)?
