Windows 7: Crackle/Ticking sound Toshiba Laptop computer

Hello All I have a crackling/Ticking sound from my Toshiba Lap Top speakers.



Running Windows 7 (obviously)

not sure what model my Toshiba is but bought it new in 2010

I didn't change any settings

Here is the issue I have that is odd

If I watch a youtube video, hulu video or play a computer game the audio is fine.

But If I am watching a live stream from Justin TV, Stick Cam, or blog tv I get a ticking sound.

I assume it is an issue with the website or how they are casting, but I don't know.

Any advice?
